I do suspect that you had Python 3.10 installed and uninstalled it. After uninstalling, you will also have to look in your system path. Python puts itself there and does...
Try deleting Python 3.1 out of the path.
This guide should be helpful: https://www.java.com/en/download/help/path.html Where it says that you should create a new one delete the Python 3.1 one.

The commit b7a9163 does add the script which I created to get the package list.
You do have to leave the site open while running the script. Using other tabs in the while when it runs should be possible.
