Implement sql `Value` interface for the non-pointer `Decimal` type

Please consider adding impl `func (d Decimal) Value() (driver.Value, error)`. Referring issue https://github.com/jinzhu/gorm/issues/1250

The example in https://grpc.io/docs/guides/auth.html#go seems to be outdated. It is even using client cert `NewClientTLSFromCert` on the server side.
