When BufferOverflowError is happening in forward output plugin, Fluentd lost data.

I can reproduce that same bug on a cluster that use fluentbit(field collector) -> fluentd(forward) -> OpenSearch.

When BufferOverflowError is happening in forward output plugin, Fluentd lost data.

Is the `require_ack_response` flag needed when I send data from fluentbit [doku](https://docs.fluentbit.io/manual/pipeline/outputs/forward/) to fluentd via forward? Because then it changes to sending data as a chunk, right?
