I created a new ticket with Sonatype, as the old one seems to have lost traction. I will update status when I here back.
Sonatype has regenerated the maven-metadata.xml and [1.31.1 is now there](https://repo1.maven.org/maven2/com/google/api-client/google-api-client/maven-metadata.xml).
@ddittmar / @jtama does [disabling concurrency](https://github.com/GoogleContainerTools/jib/issues/4291#issuecomment-2236640525) solve this issue for you?
