如何在离线环境下执行build脚本

bazel已经安装成功，执行./build.sh的时候报错，无法远程下载GitHub资源，请问能不能手动将编译需要的资源下载好，放入环境中进行编译，如果可以，那下载好的资源应该放在哪些目录下面？ 谢谢，期待回应！
