Docker Compose does not support defining port ranges in long form.

Update: Uncommenting CONTRAIL_REPO_PROTO=https in my localrc file allowed the build to complete. I've got it uninstalled, but dealing with a separate (and seemingly unrelated) issue with the api-server not starting.
