I think it's good to have a separate perspective for the Dart plugin. Since it's the "Dart project" and "Dart file" wizard shortcuts are hidden by default

Need to provide dart program launch shortcut with options

I think we can provide a launch shortcut with options. So user can customize himself. Like other shortcuts in eclipse (there is a shortcut ends with...)
