I tried different versions of train.py before and after the training schedule fix on GPU under both tf 1.0 and tf 1.1, the BLEU scores till topped around ~7.5.

@milanv1 @matthias-samwald Could it be that the BLEU metric reported in the tutorial is different from what we see in tensorboard? When checking the scores, it seems scores around 6~8...
