我的见解：实际上这是软件的**默认行为**与**生效顺序**之间”_名单模式_“的设计思想有所冲突造成的。 **默认行为**是”_白名单模式_“：即除了某类网站，其他都走代理；这点在”首选项→连接设置“中“绕过中国大陆”体现，意思是除了“中国大陆网站”其他都走代理，这里“中国大陆网站”就成了白名单。 然而**生效顺序**又是“_黑名单模式_”：即首先看哪些网站需要被阻断及代理，剩下的才走直连；这里“需要被阻断及代理的网站”就成了黑名单。 实际上当前软件的设计思想是”_白名单模式_“（#666），所以我觉得应该调整**生效顺序**，先判断是否直连，再判断是否代理。如果未来出了”_黑名单模式_“，即软件**默认行为**为直连，那么”首选项→连接设置“中应改为”代理国外网站“，同时**生效顺序**按照”先代理后直连“的顺序判断。
