Readded the instructions for static builds since [qt5-static](https://packages.msys2.org/package/mingw-w64-clang-aarch64-qt5-static?repo=clangarm64) is available now.
Is this PR going to be merged soon? I would like to open a PR adding win-arm64 as a target on top of this change.
