Not possible to link a symfony controller

My issue was due to the routing priorities, some other route was getting in the middle and causing the issue, which explains the 2nd case, but still does not explains...

Doing a quick test, on such case, I'm being redirected to set the verification code, so why there's also an exception? Wouldn't a `return;` make more sense?
