Azure Portal: Cannot access "Monitor" as "Monitoring Reader"

I added Website contributor role that azure provide build-in roles and there is not gray-out on "monitor" screen of azure portal. Just for your information. https://docs.microsoft.com/en-us/azure/role-based-access-control/built-in-roles#website-contributor
