As of now, I have re-implemented some eigenvalue/svd algorithms incorrectly in the CMake version of ITensors. I will continue working on these functions next week 8/14/23
I have been looking into this and believe that it is a problem with the CUBLAS eigen call. I opened a bug report on CUDA.jl https://github.com/JuliaGPU/CUDA.jl/issues/2186
I have this now working on all GPUs and CPU. I just need to look into moving `ndims` to `TypeParameterAccessors`
