Fix clock hand movement

You were right, I am wrong. I changed other parts in my code before and that changed the math. Apologies.

It is impossible to scroll down in the buildings window with Frozen Cookies enabled.

I confirm this bug on Chrome 49. Assuming he means the middle pane.
