Config to set the spider do not crash when the redis is unusble

When the spider is running and suddenly redis is breakdown, the spider will crash. Is there a parameter in `settings.py` to let the spider waiting for redis's comming back?

## 复现步骤 1. 设置管理员**接收**邮箱为： [email protected](任意邮箱) 2. 访问sign-up注册管理员账号，此时注册完成以后，可以通过管理员邮箱登录 3. 修改环境变量，把管理员邮箱改为：[email protected]（另一个任意邮箱） 4. 重启实例 5. 访问sign-up注册管理员账号 6. 此时，无法使用[email protected]登录后台，也无法使用[email protected]登录后台。必需把User里面的记录删除以后重新注册才能正常登录。
