I decided against creating a Enforcer in acre as third party enforcers for TFAR exist and can be easily adapted to work in this PR.

On #510 the isTeamSpeakConnected (TS3 plugin is enabled/connected) is already written in acre_sys_io_fnc_ping.

Went the generic right for naming of the functions as in the future ACRE might (or will if the pr is merged) have Mumble support.
