Implement "Bounce keys" feature

This PR adds the "Bounce keys" feature that allows users to ignore rapid, repeated keypresses of the same key. My keyboard chatters and I really need the feature that works...

As of version 0.7.x, [our `gen_completions` script](https://github.com/truckersmp-cli/truckersmp-cli/blob/master/gen_completions) only generates completion files for bash and zsh.
