Please delete dysfunctional Python 3.12 windows-curses build from PyPI

Pretty sure that's a python problem not a project issue. Lots of projects have stopped working with python 3.12 including wxpython.

@_rl_bell_preference is ignored on Windows

They forgot to add `if @_rl_bell_preference == AUDIBLE_BELL` just before the messagebeep function in the `/lib/rbreadline.rb` file in rl_ding(), I think. I don't know how this works, but it seems...

encoding error

This is a problem with python and it's rubbish binary encoding.
