1. sudo is not configured by default in Fedora. 2. I was not able to get anything working with Ruby 1.8.6. Did you actually try this?
I think it would be better to open this issue on @NickDaly's fork: https://github.com/nickdaly/plinth/issues That one is more active and is used for the debian packages.
