Percentages higher than 100% are ignored in filters

When a symbol has a shadow filter or glow filter with strength more than 100% it gets rendered as %100 in html5.

About the scope of the pgx linter

Pgx apparently closes rows when all rows are read and I guess because of this defer seems not needed. But this shouldn't be the case since function might stop before...
