Binary and quick compare seem to read entire file regardless of 'compare limit' settings

(using winmerge 2.16.16.0, x86) ISSUE: I believe winmerge is reading or processing full file data even when, during a compare, it is only set to use a small 'compare limit'...

The two download options are confusing and without explanation regarding "WinFsp"
