CB-16700: Allow access to RBAC keyVault for encryption of disks and PostGreSQL

Unit tests failure are w.r.t mocks. "Failed to release mocks" and "Mockito cannot mock this class: class com.sequenceiq.cloudbreak.cloud.notification.ResourceNotifier". Any pointer to resolve this would be helpful.
