Experiencing this as well in v1.17.0x64. Updated all my packages and restarted like @buschtoens mentioned, but I'm still unable to scroll the treeview.
Update: It appears to be a bug in the theme I was using: Atom Material. Switching back to an out-of-the-box theme re-enabled treeview scrolling.

Thankns @devdpontes. That suggestion works for the `description` tag in scenario 1, but it doesn't explain the re-ordering phenomenon or why I have duplicate `charset` tags.
Is there any movement on this? I would like to use maleorang in my project but not having full support for `conditions` is a major blocker
