the issue is the readme has you adding `main.custom_plugins = "/usr/local/share/pwnagotchi/installed-plugins/"` to /etc/pwnagotchi/config.toml My config already had `main.custom_plugins...` which made everything break. After removing the duplicate entry, everything worked fine.
