Just had this issue, specify :address as "0.0.0.0" and it should work. Check netstat -nap | grep to ensure.
Update, after checking out commit ```5f502630883450e1605518c46b486040239b628d``` the result resolves itself. So I'm assuming that between August21 to today one of the updates is causing this problem.
