Support for docker images that don't have a shell

I made it with alpine os image, and alpine itself had /bin/bash. Also the wait shell script I downloaded and added it to the current source file folder.

[9.x] Add `Route::singleton()` method

I wonder when this feature will be released ? Now I am using laravel 9.33 there is no `Route::singleton()` function , so maybe I should wait for a few days?
