Expose RiskyBond (and sub classes) into Python

Currently, the RiskyBond class is in experimental/credit in the C++ repo, but not exposed to Python. It would be nice to have RiskyBond and its two sub classes (RiskyFixedBond, RiskyFloatingBond)...

Where to get the Serious or Critical count?

For example, in https://www.worldometers.info/coronavirus/, they have the mile case count and serious/critical count. It's unclear where is it from. Can that data be added to the JSON object? Thanks.

This is because upstream data is a time snap, and city_zipCode is a recent addition. Need to fill it back in aggregation step.
