@maludwig It is 12.8.1 correctly. I also tried cleaning the Bazel cache, the error was same: header files in 'third_party/gpus/cuda/include' cannot be found.

@maludwig Some additional info: among the error verbose text, it displayed some environmental variables such as "LD_LIBRARY_PATH" "PATH", etc, but no "CPATH" can be seen. Could this be related to...
