The VirtualBox provider is compatible with VirtualBox versions 4.0.x, 4.1.x, 4.2.x, 4.3.x, 5.0.x, 5.1.x, 5.2.x, 6.0.x, 6.1.x, 7.0.x, and 7.1.x. https://developer.hashicorp.com/vagrant/docs/providers/virtualbox VirtualBox headless will not work with versions < 7.1.x....
