Add Apache Arrow codec

Adding an Apache Arrow codec for efficient data loading. For data stored in the filesystem, Apache parquete might be added as well. Also mentioned here: https://github.com/zarr-developers/zarr-python/issues/515

Should be an simple fix to update the `http://` to `https://` or even just `//`
