[semver:patch] Setting block-workflow as false in until_front_of_line doesn't works as expected

Having taken a look at some output, it seems that the [Oldest job](https://github.com/eddiewebb/circleci-queue/blob/main/src/commands/until_front_of_line.yml#L191) and [Oldest Workflow Timestamp](https://github.com/eddiewebb/circleci-queue/blob/main/src/commands/until_front_of_line.yml#L192) are not being set correctly, and I wonder if that's where the issue...
