Disallow making a project public unless they first make the data public. It would be fine to have a message (like "Can't make this public. First make the data public.")....

This would complement the current "select all" button.

Allow general queries through the UI. This would allow for example query by a string that is not shown in the histograms or custom numeric ranges.

The process should end up being a lot shorter :)
