update to oscn v60!, refactor using new event dict

Move my new tests to a directory. Once merged, we can move the tests.py into the directory.

Ask brigades to stand up an API endpoint of counties/jurisdictions

If we are sticking with the library api like OSCN then they should have a .counties property.
