Thanks @bersace - this is exactly what I had in mind.
I think what you pointed out uses database tables to retain information about jobs and implement queues rather than using the LISTEN/NOTIFY as a mechanism.
I'd think you could always generate a config file on the fly with templating.
I am confident this would come into fruition if there was a bounty attached to this ticket. Perhaps this is the right way of making this happen? I'll chip in...
