You’re right. Very amateur mistake. I was trying to run the Intel version on M1.
Same issue on 2.4.3 with Sonoma 14.2.1

Please also note that I setup a new server from scratch (Ubuntu 20.04 again) in Singapore and am getting the exact same behavior.
PLEASE NOTE: This was apparently an issue with Vultr. After trying several times on Vultr I tried on AWS and it worked immediately.
