torch-scatter doesn't declare torch as a build-time dependency

This actually ends up being a bit more complex. [This comment](https://github.com/astral-sh/uv/issues/1715) gives a good summary of what's going on here - effectively, many packages that rely on torch and CUDA...

specifying single-package indices with uv add --index

ah thank you! explicit solves the problem for now. And I think a CLI flag like `--explicit-index` would work totally fine.
