After much thought, this ticket has been renamed and should be the genesis of a **Security Reference Architecture**.

Added trade study requirement pulled from scope in #25, since it is a more logical place than a ticket for a specific tool (SCRUB) demonstration.
Testing complete. I have created a PR in the [slim-starterkit-python](https://github.com/NASA-AMMOS/slim-starterkit-python) project. Please feel free to review.
A PR in SLIM (here) will also be created shortly to add this to the documentation stack.
De-scoped this so documentation updates do not slow down TP implementation.
