Create a chart repository

1) yes, it will be updated in case of a new release. 2) yes, the `arangodb` name is better than `arangodb-helm-chart`

DATA RACE for `LocalFile.index`

BTW please run your tests with `go test -race` so then you will see probably more DATA RACE
