Can't find 'action.yml', 'action.yaml' or 'Dockerfile' under '/data/workflow_dir/_actions/actions/checkout/v2.4.0'.

Additional notes: I've tried to downgrade the `actions/checkout` to 2.3.x and 2.2.x, same error messages occured
