**SOLUTION** Extract these files and put them inside "GitHubDesktopPortable" dir [GitHubDesktopPortable_no admin!.zip](https://github.com/daemondevin/GitHubDesktopPortable/files/4099912/GitHubDesktopPortable_no.admin.zip) then run "StartGitHub.vbs"
After installing service pack 1, the problem was fixed
