Add support for nfapi package creation and place on a repository so that nfapi can be install using a command like "apt get nfapi-pnf"

The encoder for the CQI/PMI/RI a periodic report for Release 9 and later does not correct include the DL CQI/PMI size feild

The IE "N_DL_RB" of "DCI DL PDU Release 10 parameters" is missing from the nfapi encoder/decoder libraries

open-nFAPI currently supports IPv4. Need to add support for IPv6.
