mactelnetd won't start with all interface don't have an IP address

when the box doesn't have an IP address, mactelnetd won't start, I see #17 and tested removing/adding -n was not help

gns3 project_name.gns3 file will be empty, when open the project on the disk space is full

OS: ubuntu 18.04.1 gns3: 2.2.9 in this case, the project is destroyed, can't recovery it

use python_ping as module does not calculate_packet_average

move print_stats function calculate_packet_average code line 635、636 to the begin of of print_stats function will fix this.
