I think you can't disable this. Maybe because the code is from PSTV System. And if you change it, it may bootloop or shut down or even crash/freeze (GPU).

Hmm, this happened to me too on 3.73 before Vitadeploy came. (it was a long time ago) I reinstalled my firmware and it worked. So I guess update to 3.73...
