coreos/kdump: Add kdump e2e test using mco

Add e2e test for OCP CI that validates enabling kdump and generating kernel core via machine config successfully. This is one of the steps to to enhance the kdump feature.

Added GC job which will be triggered from the release job for a given stream and will perform pruning operations based on `policy.yaml` file

Update the `gc-policy.yaml` to prune the images and the whole builds itself. There's also a field for `images-kept` which we won't pruning when pruning the artifacts in meta.json's `images` key...

release: Run garbage collection from release job

Trigger the garbage collection job during the `release` job for the respective `stream` which will run the pruning job as specified in `gc-policy.yaml`
