fix two problems

一半。关于json会带有controller名字这个。是重复的。关于手机端选择“省”后无法自动带出“市”，这个问题，是我这有，他那个pull request没有的。因为当时项目需要时间紧迫，就新开了一个分支，做了一个ChinaCitys，和你的ChinaCity区别，保证程序可以正常执行。修改仓促，没有做test。只是确保了我的项目引用ChinaCitys这个gem包无故障。

外包不可能绝对不加班，也没有绝对不加班的公司。只能说TW相对来讲，更人性化，如果受不了加班的情况，可以沟通和调整项目。
