docker service 扩容时Dockerfly bug

[docker service 扩容时Dockerfly存在bug] 正常而言在后台 docker service scale=X 时，只会在原有N的基础上，新增 X-N的container。 但是通过dockerfly去操作时，存在先Kill 原有的N个container 然后再新启动X个container的问题。
