目前只有两个角色 ，操作员和管理员， 这两种角色的权限范围，不是特别明确。 可以考虑按环境和项目，进行切分。 比如 A用户，有X项目的开发和测试环境的修改和发布权限 ，但没有预生产和生产的发布权限 。 B用户，有X项目的4个环境的查看权限，但是不能修改 C用户，有X项目的预生产和生产的编辑权限 ，但不能发布。
