I stumbled upon the same issue. v1.6 introduced Config Plans and those allow filtering by Tenant group, Tenant, Region, Site, Rack....  Having the same set of filters for Compliance...

Thank you for considering this feature request. We don't have multiple tenants to support, but here are a couple of examples of rules that should be enforced only on devices...
