Sidekiq::Throttler needs a maintainer!

I'm no longer using Sidekiq but Sidekiq::Throttler is in need of some improvements. I won't be maintaining this project anymore but someone may want to pick up where I left...

It would be responsible to document how to remove Pick too.

Is there any way to subscribe to nothing?
