I added a [branch](https://github.com/SpeciesFileGroup/taxonworks/tree/3834_coldp_NOT_SPECIFIED_handling) that I think fixes it but am testing it before doing a PR.
Another use case beyond the COLDP exports is updating SF IDs/URLs in Wikidata, which are all pointing at the old sites currently: https://www.wikidata.org/wiki/Property:P6050 https://www.wikidata.org/wiki/Q10509344

@mjy, I pushed the branch which improves performance and probably fixes the #3833 and #3834 but I want to test it more before it gets merged.

I tested COLDP and DarwinCore dashboard downloads with development merged and both still worked.
